Review Regulations of Evidence and Nursing

Article 1 (Purpose)
The purpose of these regulations is to prescribe matters concerning the review and publication of manuscripts submitted in accordance with the submission guidelines of “Evidence and Nursing,” the official journal of the Korean Society of Evidence-Based Nursing.
Article 2 (Scope)
The review and acceptance of manuscripts shall be conducted in accordance with these regulations.
Article 3 (Subjects of Review)
Manuscripts subject to review include original articles, review studies, EBP cases, and other studies conducted in the field of evidence-based nursing.
Article 4 (Disclosure of Reviewers)
1. Two reviewers shall be assigned to each manuscript, and the Editor-in-Chief shall appoint the reviewers.
2. The identities of the reviewers for each manuscript shall not be disclosed.
Article 5 (Review Forms)
Manuscripts shall be reviewed according to the standard evaluation forms appropriate for each research type.
Article 6 (Review Procedures)
The review procedures for manuscripts are as follows:
1. Upon receipt of a manuscript, the Editor-in-Chief shall confirm whether the submission qualifications and submission guidelines have been met and then complete the manuscript submission process. If any research ethics issue arises, it shall be handled in accordance with the journal’s ethics regulations.
2. The Editor-in-Chief shall appoint two reviewers online whose expertise matches the main concepts and specialty areas of the manuscript. To ensure fairness, reviewers affiliated with the same institution as the author(s) shall, whenever possible, be excluded.
3. Reviewers shall conduct the manuscript review online and submit the review evaluation form, suggested revisions to the manuscript, supplementary revision requests, and one of the following review decisions within two weeks of the review request:
① Accept without revision: The manuscript shall be accepted after confirmation in the editorial meeting that no final revisions are required.
② Accept after revision: The editor shall confirm the revisions made by the author in response to the reviewer’s comments.
③ Re-review after revision: After the author revises the manuscript according to the reviewer’s comments, the reviewer shall conduct another review to determine acceptance.
④ Reject: The manuscript is not suitable for publication even after revision.
4. Based on the reviewers’ evaluations, the Editorial Committee shall recommend revisions and supplements to the author.
5. When resubmitting a revised manuscript, the author shall submit both the revised manuscript file and a file explaining how each reviewer comment was addressed. When necessary, the Editorial Committee may revise wording within the manuscript insofar as it does not affect the original meaning, in accordance with editorial policy.
Article 7 (Manuscripts Submitted by Editorial Board Members)
1. If the Editor-in-Chief submits a manuscript, the Editor-in-Chief shall delegate the entire review process for that manuscript to another editorial board member. The delegated editor shall perform the role of the Editor-in-Chief as prescribed in these regulations with respect to the review process.
2. If an editorial board member submits a manuscript, that member shall be excluded from the reviewer assignment and decision-making process.
Article 8 (Decision on Publication)
1. The Editorial Committee shall determine whether a manuscript is publishable by comprehensively reviewing the evaluations of the two reviewers.
2. If the opinions of the two reviewers do not agree, a third reviewer shall be appointed, and the final decision shall be made based on the majority opinion and relevant considerations.
Article 9 (Final Decision on Publication)
The Editor-in-Chief shall make the final decision regarding publication. If revisions in response to reviewers’ or editors’ comments are insufficient, if further revision is necessary, or if the similarity index exceeds 15% according to a plagiarism detection program, publication may be withheld and the author may be asked to revise the manuscript again.
Article 10 (Rejection of Submission)
Manuscripts that do not comply with these submission regulations may be rejected. The final decision and order of publication shall be determined by the Editor-in-Chief with the approval of the Editorial Committee.
Article 11 (Confidentiality)
The contents of the review shall not be disclosed to anyone other than the author(s).
Article 12 (Objections)
If the corresponding author submits a written objection regarding a final rejection decision, the Editor-in-Chief shall notify the Editorial Committee members, and the Editorial Committee shall deliberate and decide whether the manuscript should be published.
Article 13 (Withdrawal by Author)
If an author fails to resubmit a revised manuscript within one month from the Editorial Committee’s request for revision, the manuscript shall be considered withdrawn by the author. However, if justified reasons are recognized, the period may be extended by an additional month.
Article 14 (Miscellaneous)
Matters not specified in these regulations shall be handled by the Editor-in-Chief in accordance with customary practice and reported to the Editorial Committee.
Supplementary Provisions
(Effective Date) These regulations shall take effect on September 1, 2024.
(Effective Date) These revised regulations shall take effect on April 13, 2026.
